- HAZMED prepared a CERCLA Handbook for Hazardous Substance Release Response
that presents comprehensive guidance intended to provide the National Park Service (NPS) personnel with information necessary to ensure effective hazardous substance response. The Handbook, presented in a desktop publishing format, addresses a wide array of CERCLA issues including but not limited to: release discovery and reporting requirements; pre-assessment site scoping techniques; site characterization; response action development, evaluation, and selection; delegation of CERCLA authorities including lead agency authority; community relations requirements; integration of RCRA and NEPA requirements; development of site-specific sampling plans; working with state and federal regulatory agencies; and all elements of CERCLA cost recovery actions.
- HAZMED performed three Baseline Potentially Responsible Party (PRP) Searches and CERCLA liability analyses and prepared corresponding Baseline PRP Reports for five NPS facilities at which hazardous substances
were released including: Delaware Water Gap National Recreation Area; Grand Canyon National Park; Minuteman National Historic Park; Saugus Ironworks National Historic Site; and Valley Forge National Historic
Park. The searches identified PRPs, determined whether elements of CERCLA liability could be established for identified PRPs, and provided NPS with a preliminary assessment of the likelihood of successful
recovery of response costs from any such PRP.
- HAZMED developed a Hazardous Waste Operations and Emergency Response (HAZWOPER), Hazard Communication, and Pollution Prevention 24-hour training course and corresponding training manual for NPS. The course meets
the training requirements for First Responders (Operations Level) to Emergency Releases of Hazardous Substances as presented at 29 CFR § 1910.120(q)(6)(ii) and the Hazard Communication standard presented in 29
CFR § 1910.1200. The course materials are interactive and include a manual that is a combination of a workbook with slides, notes, graphics, exercises, and references.
